Help me finding the singer and the song (its an oldie I think)

Help me finding the singer and the song (its an oldie I think)

Hello, I'm looking for a song i don't know who it sings or the title. The voice of the singer is like Neil Young, but it is not Neil Young. I only know the acoustic version (only a guitar) singed by a man. The text is about a boy who get killed by other boys in a mine. The boys were teasing that boy. The boy swallowed his tongue and gets choked. The other boys run back town te get help but its to late. The boy who gets blamed for this must go to special school or prison. The song ends wit the lyric "come to my eighteenth birthday" Other lyrics in the song are 'I didn't know that you can swallow your tongue' 'the summer was hot and sticky'
