need help with lyrics - Heaven is a city built by the hand of God

My brother is looking for the lyrics to a song he thinks either Squire Parsons or Ricky Van Shelton sang about 15 years ago. He can't remember much about the song except for the line "Heaven is a city built by the hand of God".

Can anyone help me?
